Hugh Devan, son of James Devan and Janet McIndoe, was born on 8 November 1822 in Mullhill of Logan, Kirkmaiden, Wigtownshire.3,4,5,6 He was baptised on 11 December 1822 in Kirkmaiden, Wigtownshire.3
Hugh was the fifth of six children. His siblings were Mary (b 1813), John (b 1815), Peter (b 1818), James (b 1820) and William (b c1830).
Hugh Devan married Agnes Tracey, daughter of Arthur Tracey and Catherine Fox, on 26 April 1841 in Inch, Wigtownshire.7,5,6
Hugh Devan appeared in the 1841 census of Inch, Wigtownshire, at Tonnachrae Farm, in the household of Arthur Tracey and Catherine Fox. He was described as an Agricultural Labourer.4
Hugh and Agnes appeared in the 1851 census of Inch, Wigtownshire, at Kirminnoch Cothouse. Their children James, Arthur and Hugh were listed as living with them. Hugh was described as a Farm Servant.5

Hugh Devan died on 9 January 1876, aged 53, in Inch, Stranraer, Wigtownshire, at McClunes Close, Dalrymple Street. The cause of death was given as bronchial asthma (of ten years duration) with acute bronchitis (lasting five hours).2
